About Office of the Municipal Environment and Natural Resources Officer

The Office of the Municipal Environment and Natural Resources Officer (MENRO) is the local government office mandated to lead and implement programs related to environmental protection, natural resource management, solid waste management, climate change adaptation, and ecological sustainability within the municipality.

As the municipality’s environmental arm, MENRO ensures compliance with environmental laws, promotes community participation in environmental stewardship, and works toward building a clean, green, safe, and climate-resilient municipality.

Mandates and Responsibilities

Environmental Planning

Formulate and execute comprehensive environmental management plans, including Forest Land Use Plans (FLUP) and 10-Year Solid Waste Management Plans (SWMP).

Resource Conservation

Establish, protect, and maintain communal forests, watersheds, mangroves, and greenbelts.

Pollution Control

Collaborate with national agencies like the DENR and EMB to prevent and mitigate land, air, and water pollution.

Regulation & Enforcement

Monitor and regulate activities such as quarrying, transport of forest products, and small-scale mining operations.
